[ Offshore Tax ] The future of Investment Migration in the European Commission, Malta, and Cyprus.
For the best part of the past decade, there were 3 EU countries with CBI programs: Bulgaria, Cyprus, and Malta. Malta continues to do so, despite the EU Commission launching infringement procedures against it. But while the so-called “golden passports” era draws to a close, golden visas are here to stay.
Portugal, Spain, Greece, and Malta attract billions of euros to their real estate markets by offering “Residence-by-Investment” options. In Portugal, this investment reached €5.8 billion in the past decade, and almost all of this money went to real estate. In Greece, around 9,000 non-EU citizens have acquired residency this way since 2014, investing approximately €3 billion in real estate.

Barbed wire, checkpoints, abandoned buildings and military bases: all of these are common sights in Cyprus - a country that remains split in two, 44 years after the Turkish military invaded and occupied the north. In 2017, peace talks slated as the "best and last chance" by the United Nations, collapsed. Following President Anastasiades' re-election in February of this year, our team travelled to Cyprus to unpick the biggest issues that could help, or hinder, the path to peace.
We travel to both sides of the buffer zone to meet Members of the European Parliament, who tell us what they think Europe should be doing to help its third-smallest member state; as well ...

Another popular jurisdiction, mal, we, we know that there's a, a legal matter is, I guess, litigated right now. What is your sense, I know you, nobody has a crystal ball, but you know, given that you are European and you have a legal background,, what are your initial thoughts? And again, nobody's holding you to any predictions, but what are your thoughts as to how this matter would unfold?
ANDRES GUTIERREZ:
It's, I mean, it's a very, very interesting case and it's a very interesting thing. I mean, I believe that basically on one side, every country has its own right to decide who is going to be a citizen on, on, on legal grounds. It is understandable as well that the European Union, in some way wants to make sure that, you know the people that are going to be granted citizenship of are of good standards, which is actually what the mal authorities do. They have, I would believe it is the, and I believe it is the strictest compliance process in terms of, citizenship, but it's very, very hard to be honest with you. I worked not only here but, but in another Maldese company as well. It's very, very hard. It's very, very strict and is the most successful, if not one of the most successful citizenship and investment regulations worldwide. But coming to geo your questions, at the end of the day, what I believe it is that there's going to be, in terms of the result, Malta has a very strong case under, under its arm for certain, the result of that, who knows what can happen, but we always expect they, they are positive for the whole market, not, not only for mota, for the whole investment migration market, and for that, I mean all the stakeholders including the European Union, because at the end of the day, these programs, they bring a huge load of foreign indirect investments. They bring, you know, just basically prosperity in terms of the management, the contributions given to national funds that allow us to build roads, to build schools, to build shelters, or different NGO activities that they can do.
We travel to both sides of the buffer zone to meet Members of the European Parliament, who tell us what they think Europe should be doing to help its third-smallest member state; as well as the outgoing foreign minister; the Greek Cypriot chief negotiator; Turkish Cypriot officials and citizens; gas experts involved in exploiting precious offshore reserves; and some of the 1,600 Russians who've been granted Cypriot nationality in the last decade under a new fast-track scheme.
We bring you several reports during the show: “Turkish Cypriots: Europe or Erdogan?” by Luke Brown and “Citizens unite for Famagusta” by Raphaëlle Vivent and Guillaume Chamerat.
